can you respond to two students answer in discussion board about Centers forMedicare and Medicaid Services respond to two answers of students in a discussion board (APA citation) :Post 1In 2016, CMS created the emergency preparedness rule because they recognized that there were no standard guidelines for emergency preparation or disaster response across the 17 different supply types. CMS wanted to create a more unified system in which all types of healthcare providers were actively preparing for disasters. Additionally, the wanted these plans to be in compliance with local, state, federal and tribal laws and they wanted to create uniformity across these systemsHow does it impact you as a healthcare emergency manager? This new rule lays out a significant part of the work that a healthcare emergency planner should be performing to effectively follow this rule. With these guidelines, as an emergency manager I now must arrange an assessment of the threats that my agency may face. I will need to spend a significant amount of training staff on our emergency plans and ensuring that there is effective communication throughout the team and between the agency and the public. This rule creates a much clearer and more comprehensiveHow does the Emergency Preparedness Rule strengthen community emergency preparedness? There are four key components that are now mandated by to be performed by all agencies. The agencies must perform risk assessment and planning, develop policies and procedures for emergency plans, develop a communications plan, and perform training and testing. Each of the steps does not only include the population that the agency already serves, but also has assessed that healthcare agencies are often utilized by community members when a disaster occurs. Health care institutions are often trusted in the community and benefit from clear and comprehensive disaster planning so that they are prepared to support the entire community throughout the experience of the disaster. What other credentialing/regulatory agencies influence healthcare emergency management? How?The Community Health Accreditation Partner (CHAP) also provides credentialing of homecare agencies. CHAP is a non profit that is approved by CMS to credenital home care agencies. CHAP followed the changes in CMS closely and updated their compliance codes to include similar language for emergency preparedness. In many ways, while CHAP is a separate entity from CMS it seems as though they are primarily following CMS standards when it comes to emergency preparedness. Therefore it does not to appear to have a separate standard for emergency planning or disaster management. Cascardo, D. (2017). This was to be in coordination with the state, federal, regional, and local emergency preparedness systems. Additionally, the requirements were to be applied to all 17 suppliers/providers. In other words, each supplier or provider was to have a set of emergency preparedness regulations integrated into the game of requirements or conditions necessary for certification. Furthermore, one had to comply with the emergency preparedness regulations to be allowed to participate in the Medicaid or Medicare programs. This was a reaction to the disasters that the U.S. had experienced in the past like, for example, the attacks of September 11, influenza pandemic, anthrax attacks, flooding in the Middle West, and tornadoes, among others. The existing Medicare emergency regulatory preparedness that most of the providers and suppliers had was inadequate. These parties were not equipped enough to be relied on during significant disasters and emergencies if they reoccurred (CMS, 2016). How does it impact you as a healthcare emergency manager? For any healthcare emergency manager, there are the standards that he or she is supposed to meet. Being the person in charge, one has to ensure that all of the requirements are adhered to. For instance, the manager is supposed to develop an emergency plan based on risk assessment. The focus should be on the capabilities and capacities deemed to be crucial to the preparedness of the disasters. Secondly, the manager has a responsibility of developing and implementing procedures and policies that are based on the risk assessment and emergency plan. Thirdly, he or she is required to establish a communication plan that must comply with both the state and federal laws. For example, the manager has to ensure that the provision of patient care is well coordinated among the various departments. Last but not least, it is his or her responsibility to develop, test, and maintain a comprehensive program, inclusive of all initial annual training. Similarly, he or she is supposed to conduct any relevant activities related to the same, and even be involved directly in testing the effectiveness of the laid down procedures (Cascardo, 2017).How the Emergency Preparedness Rule Strengthens Community Emergency Preparedness? The community always reacts first to emergencies. This could be done by offering first aid, in addition to other related services to save the victims. Furthermore, residents are still affected most in case of a disaster and, therefore, they must be prepared for such incidences to minimize adverse impacts. The lack of proper training and awareness often results in a large number of victims in case of a disaster. This results in the increased costs of attending to the victims (Kapucu, 2008). However, when an emergency preparedness rule is observed, more lives are saved because members already know what is supposed to be done in a given situation. Other Regulatory Agencies that influence Healthcare Emergency ManagementThe examples of regulatory agencies that affect healthcare service provision include Homeland Security, Civil Defense, the Office of Emergency Management, and EMA. These agencies are responsible for functions like, for example, conducting emergency training, developing and implementing mitigation strategies, making sure that responses are as per the National Incidence Management System, and preparing after-action reports. They are also tasked with providing situational awareness and collecting emergency data, which they avail to the state and federal managers, as well as regional, local, and all necessary partners for implementing response initiatives.
